medical pornography?

According to Mosnews.com, the President of Ukraine has signed a law banning all pornography unless it’s “medicinal.” I’m kind of curious- how does one go about getting a prescription?

Perhaps a network of medical porn clubs in towns and cities across Ukraine?
I thought it was strange and started thinking what would be a medical need that you would need a movie or magazine that would considered medicinal? Maybe it is for people who need to get a sperm sample and they need some inspiration? I would really like know for sure what they mean by that, instead of just speculating.
